Building the System of Record Public-Private Partnerships Never Had

How HST designed and shipped Dome PPP LLC a secure, permissioned Azure platform that tracks every document, compliance deadline, and email across a project's multi-decade lifecycle.

Dome PPP LLC advises on Public-Private Partnership projects, the kind of infrastructure deal that binds five or more organizations together for decades. Each project generates a mountain of documents, compliance obligations, and correspondence that has to stay accurate and accessible for the life of the deal.

Summary

HST designed and built Dome PPP's platform end to end in roughly four months, delivering compliance tracking that updates itself, documents and messages that flow into one auditable trail, and a permissions structure with four distinct levels of access baked in from day one. The result is a single, secure system of record for a PPP project: one place where the project company, client, investors, lenders, and advisors can each see exactly what they're entitled to see, and nothing else.

The Business Challenge

Dome PPP LLC understood this problem better than anyone because they had lived it. On a PPP project, five or more organizations stay contractually bound to each other for decades, yet each one keeps its own copy of the truth.

Five Parallel Filing Systems

Each stakeholder tracked project documents and compliance independently across inboxes, drives, and spreadsheets, so every information request meant a hunt across disconnected systems.

Compliance Managed by Memory

Contractual, regulatory, and investor obligations were tracked manually with no shared view of what was due or who owed it, so gaps usually surfaced only after they had become problems.

No Way to Enforce Access

Project companies, clients, investors, lenders, and advisors all need different rights over the same records, and many external stakeholders will only ever interact by email, never by logging into a new tool.

The Strategic Solution

We sequenced the work so the riskiest unknowns got settled before anything expensive was built on top of them. Who's allowed to see what came first, because on a PPP platform that question touches almost every screen and every piece of data, and unwinding the wrong answer later is the most expensive rework there is.

Phase 1

Interface First, Before Spending a Dollar on Infrastructure

Before committing to any cloud infrastructure, we built the complete application and let Dome PPP click through every real workflow: document approvals, compliance tracking, and the rules for exactly who can see what. That gave them a say in the permissions structure while changes still cost hours, not the weeks it would take once the system was live and real data was riding on it. Nothing expensive got built until the rules were right.

Phase 2

A Foundation Lenders and Investors Can Trust

With the rules validated, we moved to production infrastructure built on Microsoft Azure, the same enterprise cloud platform banks and institutional investors already rely on. The critical decision here was making the platform welcome partners from outside Dome PPP's own organization. A standard company login setup would have locked out every lender and advisor by default, which is fatal for a platform five or more separate companies need to share. We solved that so any authorized partner can be invited in securely, with every permission enforced centrally rather than left to trust.

Phase 3

From Filing Cabinet to Living Project Record

With the platform live, we built the features that make it valuable day to day instead of just a place to store files. Compliance deadlines now regenerate themselves automatically, whether they're due monthly, quarterly, or annually, and anything overdue is flagged before anyone has to go looking for it. Every document and message goes through a review and approval step, and once something is published, it's automatically linked to the deadline or conversation it belongs to, turning a filing cabinet into a project record any party can trust years into the deal.

Phase 4

Staying in the Record Without Ever Logging In

Not every stakeholder on a PPP project will ever agree to learn new software, and a system of record that only serves people willing to log in isn't really a system of record. So every project gets its own dedicated email inbox: mail sent to it, and anything attached, is captured and routed to the right person for approval automatically, and every outbound notification carries a direct download link so recipients never have to sign in at all. Nobody has to change how they work for the project to stay fully governed.

Phase 5

Ready to Sign Off On, Not Just Ready to Demo

The final stretch turned a working application into one Dome PPP could formally accept and rely on. We hardened the platform against the kind of failures that only surface in production, added optional syncing with the Microsoft file-sharing tools their team already uses day to day, and documented every place the delivered platform intentionally differed from the original plan. Nothing was signed off on a false premise, and nothing was left for Dome PPP to discover the hard way after go-live.

The Business Impact

Dome PPP LLC now owns a production platform, not a specification, and it's the platform their commercial pitch describes: one secure repository per project, automatic compliance tracking, and a living record that survives team turnover.

One System Replaces Five

Document management, compliance tracking, correspondence, tagging, support, and an immutable activity log now live inside a single per-project workspace, built to handle 50 to 100 projects and up to 10,000 documents each.

Compliance Gaps Get Prevented, Not Discovered

Recurring obligations generate automatically on four schedules, urgency is color-coded on every row, and filed items lock against edits, replacing the manual spreadsheet tracking that let gaps surface only after an issue had already arisen.

mail

Non-Users Stay Inside the Audit Trail

Every project has its own mailbox: inbound mail and its attachments become approval-ready drafts automatically, and outbound notifications carry direct download links, so stakeholders who never log in still feed the record instead of bypassing it.

shield

No Passwords or Keys to Leak

The platform's different pieces trust each other automatically instead of relying on passwords or access keys that someone has to create, remember, and eventually forget to rotate, the single most common way these systems get breached. There's nothing here for an attacker to steal, and 135 automated tests confirm that stays true with every future change.
